What this statement covers

This statement covers the Balance website (English and Hebrew), the sign-in pages and the Balance web app, including the app installed to a home screen. Balance is an online service only; there is no physical office or service location open to the public.

Standard and level

Under Israel’s Equal Rights for Persons with Disabilities (Service Accessibility Adjustments) Regulations 2013, regulation 35, websites must meet Israeli Standard IS 5568, which is based on the Web Content Accessibility Guidelines (WCAG) 2.0 at level AA. We build to WCAG 2.1 level AA, which includes everything in WCAG 2.0 AA plus requirements for phones, zoom and reflow.

Our current status is partially conforms: the parts listed under “Known limitations” do not fully meet level AA yet.

What we did

  • Every page has a “Skip to content” link, clear landmarks (header, navigation, main, footer) and one main heading, with headings in order.
  • Built to work fully with a keyboard: menus, dialogs (focus stays inside, Escape closes them and focus returns to where you were), the command palette, date fields and chart controls. Drag and swipe gestures always have a button that does the same thing.
  • A visible focus outline on every link, button and control.
  • Text and controls meet AA contrast in light and dark mode. Budget and spending status is shown with words and icons, not color alone.
  • Form fields have labels; errors are tied to their field and read out by screen readers. Notifications and results that appear later are announced.
  • Icon-only buttons have spoken names; images have text alternatives, and decorative graphics are hidden from screen readers.
  • Language is marked on every page (English or Hebrew, right to left) and on words in the other language.
  • Pages work at 200% zoom and at 320 pixels wide without losing content, and touch targets are at least 24 pixels (44 on phones where possible).
  • If your device asks for reduced motion, animations stop. You can also stop them in the accessibility menu.
  • An accessibility menu built into the site and the app (no third-party plugin).

How we tested

  • Automated checks with axe-core 4.14 (WCAG 2.0 and 2.1 A and AA rules, plus best practices) on every public page in English and Hebrew and on every app screen, at desktop and phone widths (375 pixels), in light and dark mode, plus a check that nothing scrolls sideways at 320 pixels. At the last review no serious or critical issues remained. The check of the public pages runs automatically on every code change.
  • Manual checks: the skip links, site navigation, dialogs and the accessibility menu using only a keyboard (focus moves in, Escape closes, focus returns); layouts at larger text sizes and at 320 pixels wide; every option in the accessibility menu, in English and Hebrew; and a review of the code for labels, focus handling and announcements.
  • Browser: current Chrome on a computer, also with phone-size screens emulated.
  • Not done yet: a full keyboard and screen-reader walkthrough of every task in the app, testing in Safari and Firefox and on real phones, a review by a certified accessibility auditor and testing by people who use assistive technology every day. We plan these and will update this statement.

Known limitations

These parts do not fully meet level AA yet. We are working on them:

  • Charts in the app are drawn as graphics. Their key numbers are also shown as text and most charts can be explored with the keyboard, but not every chart has a full data table yet.
  • Receipt scanning reads text from a photo automatically and may misread it. Check the amount and date it found; you can always type them yourself instead.
  • Files from other companies, such as statements or PDFs from your bank or card company, and Apple’s Shortcuts app used for Apple Pay and card SMS logging, are outside our control.
  • Some animated illustrations on the marketing site are decorative and hidden from screen readers, and the interactive product demos there are illustrations: their controls are labelled, but not every visual change is announced.
  • The Privacy Policy and Terms of Use are available in English only for now.
